I think I get it but it doesnt make much sense all the same.
We have gone from a situation of knowing that there were people definitely trying to create mass murder to a situation where we think there are similar people plotting to carry out the same at any moment. However because we dont know the specifics of the next plot, we reduce the security level.
The whole idea of a threat level is counter productive. They will never decrease it to "normal" or "low" so really it will always alternate between
CRITICAL = plotters on the run
SEVERE = plotters preparing next outrage

Ah, but announcing it's reduced to 'severe' certainly reassures the public. Well, at least those incapable of independent thought....
