It should be up to the individual radio stations to decide what time each programme should start, it would be wrong for the BBC to say "Breakfast shows must start at this time, and Drivetime shows at this time."

When you consider that the school run must start at about 3:15 (and finishes about 6pm judging by the traffic), the a 3pm start is not so ludicrous.
