How exactly what? Better policing of websites from internet providers. These sites need to be checked before they go live. |

And how, precisely, do you do that. Here in the UK, web hosts are obliged to allow the installation of "black box" loggers, but what about Russia? China? Malaysia? South America? You're assuming that all the culprit websites are hosted in the UK, when in fact almost none are since the tightening up of the laws here.
So, how do you control it? |

The sad truth is you cannot, no matter how hard the authorities try. When I lived in Saudi Arabia, all internet traffic was monitored and filtered to try and stop porn of any description and any anti Islamic propaganda/information, either real or just information about any other religion. Yet it still got through even though they spent millions trying to stop it.
