Documents into the Hillsbrough tragedy are to be released. It could contain details what really went wrong 20 Years ago.

I know we have heard that police opened the gates up letting hundreds of fans into the stands crushing them. It may bring some comfort to those who lost loved ones, but still won't bring them back.

Even if the police management was blamed, no-one will be prosecuted. Just like the Free Enterprise ferry sinking and the Piper Alpha oil rig fire, it was before the 1999 Management of Health & Safety regs. came into force.

Health and Safety came into effect when stadiums were changed. They added all seater ones and fences were removed.

They are looking into why 40 Ambulances weren't allowed onto the pitch, and were the victims still alive at 3.15pm on the day.

It didn't 'come into effect' then, Mark. Removal of fences and make big matches all seater was the recommendations from the inquiry.

What I'm saying is the management responsibility, and the ability for HSE to point fingers at these kind of incidents, began with the MHSWA 1999. This requires management to do risk assessments etc otherwise they become vulnerable to prosecution. Anything like that incident that happened before 1999 can't be prosecuted if there was no-one responsible for safety at the ground. There wasn't.

OK, let them do that, and maybe that will point fingers at a police sergeant who told the ambulances to bugger off, but he can't be prosecuted because there wasn't a management system in place at the stadium to guide him.

Same as Free Enterprise. It's clear that it sank because one man did not close the bulk doors, but he wasn't prosecuted because there wasn't a management system in place to ensure they were closed if he fell asleep. And the H&S regs did not demand that of management before 1999.

Since 1999, regs require safe systems of work to be in place. If they are not then managers are prosecuted.
