So, who or what has caused this debris.........the perpetrator's should be made to develop a method of clearing their junk. We have to down here on earth

Several countries have perpetrated over the last 4 decades but I heard somewhere that half the debris might be from one incident by China, when they practiced their missile-blowing-up-a-satellite weapon and it worked!
