What's a 4 bedroom house anyway? If someone works from home will the "Study" be classed as a bedroom? Or a "Utility Room".. take washing machine out and stick a bed there, wallop!
Bet the idea will die quietly soon.

Another good reason to live North of the Border. No such nonsense planned up here. Although, First Minister Salmond might have us all flying the Saltire before long.

I think that per se the HIPs are an idea worth pursuing but a real horlicks has been made of their introduction.

I don't know what wonderful additional information is supposed to be included in this latest money making scam but I do know it's supposed to include information about the thermal qualities of the house..
Personally, I don't give a damn about the thermal footprint of a place I want to buy and that's the key line - I want to buy!
If a place perfectly fits your requirements, are you going to be put off by it's heat loss factor??
Aren't people capable of making their own decisions nowadays?

I may be about to buy a largish property and I not having any surveys done, I'll use my own judgement thank you very much... Very Happy
(and I appreciate that may not be possible for all )

What will happen with the HIPs if they ever do go ahead with them is that the poor sods having to do them will be given ever increasing targets to meet, for the number of HIPs done in a day. Within a very short space of time the whole scheme will be a pointless bureaucratic revenue raising, hurdle to selling your house. A nameless spotty 19 year old with a clipboard and a multiple choice question paper will dash around, tick a few boxes, give your house a "Rating" charge you a large fee (Tax) and then you won't see him for dust. The HIP, is a vehicle the government wants to use, to come into your house and steal your money. The information they will collect over the years, all stored away to use in the future as evidence that you should pay more Council Tax.

And the cost of the sellers HIP will be added to the cost of the house, thus artificially inflating the average price in the housing market.

A nice idea in priniciple, but it should be optional, and provided by the estate agents who sell your house if requested.

People already spend oodles on improving/changing houses once they get the keys, and factor in these things before they buy. In the overall scheme of things, whether Mrs Jones' home at 59 Acacia Avenue has a 10-year old boiler and Mrs Smith two doors down has a brand-spanking-new one isn't really generating a need for a HIP. Buyers who have visited both homes/looked at the details will know the differences anyway, and choose or make an offer accordingly.

Chersikiy and Rachel - Agree with you.

A lot of the information in the proposed packs are the searches that, as I understand it, the purchaser's solicitor or licensed conveyancer obtains before exchange of contracts. The packs will not relieve the need to do these again, and it seems unnecessary duplication of work and costs.

As to the "energy efficiency certificate" this appears to be the graphic indicator A-F, such as you see labelled on new electrical "white goods" (washing machines and fridges) and light bulbs, together with an extract of the last 12 months' fuel bills. Just how accurate is your average estimated gas/electric bill?
