People who fail to recycle household rubbish could have to pay more than those who do, under plans to cut waste.

Environment Secretary David Miliband wants English councils to be able to bring in charges - and to give cash "rewards" for those who recycle.

Many years ago the councils used to run the dustmen, now they are private contractors. So basically if the government is going to introduce this idea then you will get monkeys working for peanuts. So who is going to scan the chips? If it's the binmen then the job will take 10 seconds more per household. You wont see a rebate on your council tax bill. This country is becoming very, very creedy, and people have got to wake up and stop letting them spy on us and treating the public who pay their wages like idiots.

Most of the 'household rubbish' that we generate is stuff we didn't want in the first place, like plastic packaging for food, polystyrene packaging etc. Shops force us to 'buy' this stuff when we buy food and other goods, and now we have to pay to get rid of it.......

Our council tells us we have to put our wheelie bins out on the pavement for collection - the end of the drive isn't good enough. The binmen come around sometimes at 0800 or so, before some of my neighbours are up and about, so the later risers are forced to leave their bins out on the street overnight. However, the local police force are running a campaign to tell people not to leave their wheelie bins out on the street overnight in case they are damaged - the council charge residents for replacements.

What's to stop anyone putting their rubbish in your bin and getting a bigger rebate because they're throwing out less? My bin is put out at around 0630 in the morning, but it might be 1730 or later before I get home again to put it away. How the hell am I supposed to make sure only my rubbish gets put in the bin, or keep it safe from harm?

We here in remote East Sussex have allegedly been issued with 2 wheelie bins and 2 boxes for newspaper and garden waste. We have been told to leave the wheelie bins in exactly the same place as they were delivered, in many cases on the road as most of us don't have pavements.
I await the claims aginst the council for broken limbs.
Only received bin 1 so far, for compost, which I do myself, Oh Lord, I am soon to be a Criminal!

It makes sense to pay for waste removal by volume. If something is free, people wont value it. Of course refuge services aren't free. There are huge costs associated with landfill that should be passed on to the polluters.

I think it is very reasonable that The Polluter Should Pay and now that we have been recycling since 1990 we put out very little non-recyclable waste. I would like to see my authority start bi-weekly collections, too.

I do see two problems with Chip and Bin, though. For a start we will see an increase in fly-tipping and we will also see instances of people shoving weighter items in other peoples bins.

And how do you cope with places where lots of people share waste disposal facilities, such as in blocks of flats?

We are still waiting for our council to hand out the recycling bins/tubs.
