Wally Ward puffs on his cigarette and laughs at the fact he is one of the only people in the country who is still enjoying a smoke in his local.
"It was a good couple of weeks for them to mess up," he says. "The weather hasn't particularly been good."
It is still against the law to light up in the public places in Stoke - or Smoke-on-Trent as it has been dubbed.
However, the city council itself has admitted it has no way of imposing on-the-spot fines until Monday.

It goes to show that the governmentl farmed out this to all the councils. This looks very dodgy someone on the council committee in stoke was trying to show up the government.
Anyway if they wanted to make a total ban then they should have stop selling fags in shops. Oh no they couldn't have done this as they would lose revenue to pay for the NHS etc..

No it doesn't. The law is the law - everywhere. Nothing to do with the ban "not being issued" (uh???).
It's down to local authorities to enforce actions in these cases, but the coucil in question didn't get the necessary orders in place to be able to be able to issue on-the-spot fines, that's all. Quite why is anybody's guess, but that's what the story is about.
