As a non-smoking, occasional drinker the rise in duty there will have little impact.

The reason given for the proposed structure for car taxes is a sham, and the new rates will penalise people with even modest family cars. The Government would do far more to reduce emissions by imposing a new national speed limit of 55mph, which would also save most people, especially those who do long journeys, lots of money in fuel costs. But then they wouldn't reap in so much in duty, and have to find something else to (increase) tax.

No.
I live near the South Coast, so can do my bi-annual Booze run for about £40 including petrol (which I buy in France). The people who are going to suffer,as usual, are those on low incomes, who can't nip off for the day to Europe.
