Councils should use surveillance powers for more important issues than minor ones. Spying on residents who don't put their rubbish out on the correct days and dog fouling are not really major issues. One issue was sparked when a family were spied on by a council office worker who was sitting outside their house, filming them going to school and tailing them. It's because, 'the council thought they were not in the right area for the children going to the school in question. The council should have written to them or even sent someone around to speak to the family. It was found out that they were doing nothing wrong.
