The company can't employ drivers on a voluntary basis. They need to employ drivers who work weekends on rota basis. ( And pay them a different rate ).. The company could be heavily fined and a black mark against them for not running routes and getting their house in order.

They run Sunday trains on a voluntary basis and then cut the wages of those who volunteer.

You couldn't make it up!

That is indeed the problem. It's the travelling public that I feel most sorry for, but I hope all their anger & venom is directed to the right people, the bosses who cut the wages.
