The BBC needs to take more care to ensure it is impartial, according to a report commissioned by the corporation.
It accused the BBC of breaking its own guidelines by screening an episode of The Vicar of Dibley which promoted the Make Poverty History campaign.

The report also quoted former political editor Andrew Marr, who said the BBC has an "innate liberal bias".

However, it added that the BBC is "generally seen as impartial" and set out new guidelines for avoiding bias.

Twelve guiding principles have been introduced, which will complement the BBC's existing editorial guidelines.

The corporation says they are needed because of social and technological changes which have led to a spread of opinion beyond the traditional "left-right" political divide.

Among them is the statement that impartiality is "not necessarily to be found on the centre ground".

Other principles warn that impartiality should not lead to "political correctness" or "insipid programmes" and there must be room for controversial and passionate contributors.

The BBC's coverage of Live 8 and the Make Poverty History campaign was also singled out for criticism.

I think that all this is just playing up to the politicians on all sides of the divide. From experience I don't think there's bias in the BBC - going by the bulk of the people who just get on with their jobs.

I remember the laughter all round in an editing suite at TC at some of Blair's comments, once, and this was fairly typical.

I wish the BBC top brass would stop being so (a) paranoid and (b) sycophantic and just get on with the job, or at least the best they can without all this meddling.

They didnt say they were biased in favour of one political party. They just said that a bunch of social studies graduates from the same universities all thought the same. Hardly surprising that the BBC is just like any other public sector/ civil service organisation.

I thought 'The Vicar of Dibley' was part of the Make Comedy History Campaign, as in it just wasn't funny.

True, but the implication is always there. In the 60s, Wilson claimed that the BBC was against him and biased towards Home, Heath, & Co. and then in the 70s Heath complained about the bias in favour of the left. As did Thatcher - and the reason she pulled the rug from under the Corp with her ludicrous and damaging Broadcasting legislation.
