It is a problem but this isn't the solution. Little old ladies who keep a dog for company could have to pay up to £30 per month, whereas those who keep the sort of dangerous dogs under consideration will just flout the law.

Same old thing.. the innocent have to suffer because of the odd villain. Why don't they limit the insurance to "dangerous" breeds? but then again, some Rottweiler owners would protest saying their dog wouldn't harm a fly.
I don't like the road we are going down in this country, the Police and Courts need to be far more effective and show more discipline.. fine the perpetrators on a personal level.
