The government of the newly-formed African country of Itsimbarbie knew that their success would depend on a first class legal system. To that end they sent their prospective Judges to Britain to study, at depth, its judiciary.
After some time they returned home to instigate what they had learned, and a short time later Britain's Law Lords were invited over to give their opinion.
Sitting in an oak-panelled and marbled court-house, unequalled anywhere on the continent, the Law Lords watched, clearly impressed as a murder trial took place.
Everything, even down to the clerks gavel was perfect, as was the legal procedure.
Their Lordships were bemused however when three times during the case, a side door opened and a figure wearing nothing but a scarf wrapped around his face, sprinted towards the jury and fondled the breasts of the female jurors, before disappearing back through the door.
At the end of the trial all the Itsimbarbian juduicary met with their counterparts to hear their comments.
They were very impressed said Lord Dungeon-Pickles "Apart from the figure with the scarf!!! How, pray, did you allow his behaviour?"
"But we followed the directions we learned, exactly" replied their senior official, "Look, its here" he said reaching for a nearby tome.
"As it says in most cases of Rumpole of the Bailey ..............' a muffled titter ran through the court'"!
